В правовых государствах президенты никогда ничего не берут под контроль. Все, что они и без того контролируют в ходе выполнения своих ежедневных обязанностей, перечислено в конституции. На все, что они не контролируют, их полномочия не распространяются и не могут быть распространены никаким президентским указом.

This is a murky subject. I am not sure that a municipality voluntarily ceding part of its authority to the Feds within a limited time frame would necessarily violate the Constitution. Cf. troops sent to the states during Katrina on their specific request.
